World Cup 1970



At the FIFA Congress held in Tokyo in October 1964, Mexico was chosen as the host nation for the 1970 tournament. The Mexican bid defeated Argentina’s by 56 votes in favor, 32 against, and 7 abstentions. Mexico’s selection generated some controversy, as its opponents argued that the altitude would affect the players, in addition to the fact that many matches would have to start at midday due to television coverage. To counteract these effects, it was decided to regulate two substitutions per team per match.

After being successfully tested at the 1968 Olympic Games, the use of yellow and red cards was adopted as a way to reduce the violence that had taken over football pitches in the previous two tournaments and to prevent incidents such as the expulsion of Rattín four years earlier from being repeated.

For the tournament, registrations were accepted until December 15, 1967, and 75 countries entered, one more than for England 1966. The draw for the qualifying rounds was held in Casablanca, Morocco, on January 13, 1968.

In South America, Brazil qualified without major setbacks, winning all six matches in their group, scoring 23 goals and conceding only two. Uruguay also qualified with little difficulty. The third qualifier was the surprising Peruvian national team, which, with a group of talented players, eliminated Argentina from the tournament at La Bombonera in Buenos Aires itself, drawing 2–2 in a memorable performance by Oswaldo “Cacho” Ramírez.

In Europe, Portugal, who had finished third in the previous edition and still featured Eusébio, were eliminated by Romania. Spain and Yugoslavia (runners-up in the European Nations’ Cup) were unable to overcome Belgium and were left out of the tournament. The European champions, Italy, won their group, as did West Germany, the Soviet Union, Sweden (who eliminated France), Bulgaria, and Czechoslovakia, which needed a playoff match to eliminate Hungary. Defending champions England retained the backbone of the team that had won four years earlier; they had enjoyed a strong campaign since the final in London and had lost only four matches during that period.

In Asia, Israel claimed the ticket to Mexico, while in Africa, Morocco prevailed in a very closely contested final group against Nigeria and Sudan. In the North and Central American region, El Salvador took advantage of Mexico’s absence from the qualifiers to secure their place in the finals.

However, without a doubt, the most regrettable events of the qualifiers were those that followed the elimination matches between Honduras and El Salvador, which triggered a war between the two countries and went down in history as the “Football War.” For years, Salvadorans had migrated to Honduras in search of land to work, and neither country imposed migration restrictions, but in 1968 the Honduran government enacted a law preventing Salvadorans from owning land in Honduras, which heightened tensions prior to the clashes between the two teams. After the first match, which Honduras won 1–0, Salvadoran supporters were attacked. The second match was played in San Salvador and ended in a 3–0 victory for the hosts, which provoked riots in Honduras against Salvadorans, in turn causing reprisals against Hondurans on the other side of the border, followed by the rupture of diplomatic relations. With one victory each (aggregate score was not used as a tiebreaker), both teams had to face each other in a playoff match to be held at the Estadio Azteca in Mexico City. Both governments decided to send thousands of supporters free of charge, but Mexican authorities limited ticket availability and deployed a large police operation to control any outbreak of violence, placing fans from each country at opposite ends of the stadium. On the field, El Salvador prevailed 3–2 after extra time, with a goal scored by Mauricio “Pipo” Rodríguez, securing qualification for the next round. Off the field, however, the conflicts were far from over, and several months were needed to achieve a ceasefire. The conflict left approximately 2,000 dead. Months later, El Salvador secured their place at the World Cup after defeating Haiti in an extra match in Kingston.

The tournament contrasted notably with the previous two, as violence gave way to good football and memorable matches. Refereeing also improved significantly, leaving behind the biased decisions of earlier tournaments, although some decisions still appeared to favor the host team, especially in the first round.

Brazil presented one of the greatest teams in history and won all six of their matches. Italy improved as the tournament progressed; after narrowly surviving the group stage at the altitude of Toluca, the Italians eliminated the hosts after falling behind on the scoreboard, taking advantage of errors in the Mexican defense to win convincingly, 4–1. Later, in the semifinal, they defeated West Germany in one of the most memorable matches in World Cup history. The so-called “Game of the Century” was played with such intensity that it earned a commemorative plaque at the Estadio Azteca. In that match, Franz Beckenbauer finished the game playing with an immobilized arm.

West Germany had previously eliminated defending champions England, coming from behind to win 3–2 after extra time, thus taking revenge for what had happened four years earlier. Uruguay, for their part, advanced with a measure of good fortune; in the quarterfinals they eliminated the Soviet Union and reached the semifinals, where they were beaten by Brazil. Finally, Peru proved that their qualifying performance had been no fluke and reached the quarterfinals, where they were defeated by Brazil’s powerful machine.

 


CURIOSITIES AND OTHER INTERESTING FACTS

 

  • A curious situation occurred during the qualifiers when Australia had to face Rhodesia, a country whose entry was accepted despite its government not being internationally recognized. This meant that the two countries could not play home-and-away matches in their own territories, so the ties had to be played on neutral ground. In the end, Australia won and advanced to the next round.
  • For the first time, yellow and red cards were introduced; the latter did not need to be shown to any player during the tournament.
  • Also for the first time, a World Cup was broadcast live worldwide and, for the first time as well, in color.
  • In the semifinal match between Italy and West Germany, Beckenbauer had to play with an immobilized arm after dislocating his shoulder. The “Kaiser” was forced to play under these conditions because his team had already used all of its substitutions.
  • The English national team was not entirely well received upon its arrival in Mexico, where some accused them of having arrived drunk at the airport. The truth is that Jeff Astle appeared to be in very poor condition upon arrival. Some have defended him by claiming that the player was not drunk, but medicated, as he was afraid of flying.
  • All of Brazil’s attacking players wore the number 10 at their respective clubs: Jairzinho (Botafogo), Gérson (São Paulo), Tostão (Cruzeiro), Rivelino (Corinthians), and Pelé (Santos), yet none questioned Pelé’s priority for the shirt.
  • Romanian goalkeeper Steve Adamache became the first goalkeeper to be substituted in World Cup history, when he was replaced by Nicolae Răducanu in the match against Brazil.
  • For his part, Soviet player Viktor Serebryanikov became the first outfield player to be substituted in World Cups.
  • Peru opened its participation in the tournament by playing against Bulgaria just two days after a devastating earthquake had struck the country, leaving approximately 50,000 dead. At the kickoff, many players still did not know the fate of their relatives.
  • In the match between the Germans and the Moroccans, an unusual incident occurred when the second half began while Morocco’s goalkeeper was still in the dressing room.
  • England used three different kits during the tournament: white (against Romania and Brazil), light blue (against Czechoslovakia), and red (against Germany). This would only happen again against Spain in the 2014 World Cup.
  • Two plays were forever etched into World Cup history. In the match between England and Brazil in Guadalajara, Gordon Banks produced the so-called “save of the century” from a Pelé header.
  • In the semifinal between Brazil and Uruguay, also played in Guadalajara, O Rei Pelé made a brilliant move after receiving a pass from Tostão. With a dazzling feint, he rounded goalkeeper Mazurkiewicz, but his shot unbelievably went wide with the Uruguayan goal completely unguarded.
  • Referring to the match his team would play against Germany, England coach Sir Alf Ramsey told a local television station: “Neither I nor anyone else should doubt our victory, because Germany has never beaten England, neither in football nor in war.”
  • Brazil’s coach during the qualifiers was João Saldanha, a journalist with a complex personality and one of the harshest critics of the Brazilian team that attended the 1966 World Cup. Although Brazil qualified easily, less-than-convincing results on a European tour brought him criticism. The controversial coach even stated that if the Europeans wanted a fight, he would train his players in martial arts (a discipline he practiced himself). He also appeared in a television studio with a firearm while looking for a journalist who had criticized him. The final straw was his intention to drop Pelé from the national team, something the directors did not accept, and he was eventually dismissed.
  • When the English team made a stopover in Colombia on their way to Mexico for the World Cup, their captain Bobby Moore was accused of stealing a gold bracelet from a jewelry store. The accusation gained so much attention that the footballer had to remain in Bogotá until the investigation was concluded. Once it ended, it was revealed that the entire incident had been fabricated by the shop assistant, who had suddenly fallen in love with the player and tried to keep him there in some way.
  • Gordon Banks began a match wearing a yellow jersey, but was asked to change it because it was similar in color to the Romanian shirts. He played the second half wearing a short-sleeved red training top.
  • Mexico and the Soviet Union finished tied for first place in Group A with five points each. As both had the same goal difference, a draw was held on June 12 to determine the group winner. The Soviets emerged victorious, secured first place, and also earned the right to play at the Estadio Azteca. The Mexican team had to travel to Toluca for its quarterfinal match against Italy. Guillermo Cañedo tried by all means to keep Mexico at the Azteca, but FIFA was inflexible.
  • In the final match between Brazil and Italy, the referee (Glöckner) ended the first half just as Pelé was scoring Brazil’s second goal, which would have put the South Americans ahead. The goal was not validated, and the score remained level.
  • Brazilian captain Carlos Alberto, the scorer of the final 4–1 goal against Italy, netted the so-called “President’s Goal,” as Brazilian president Emílio Garrastazu Médici had predicted a 4–1 scoreline in the final.
  • Brazilian forward Tostão gave his World Cup winner’s medal and his shirt to the doctor in Houston who had performed two retinal operations on him before the World Cup, allowing him to take part in the tournament.
  • The original draw had scheduled the Uruguay vs. Brazil match to be played at the Estadio Azteca, but FIFA changed it at the last moment, much to Uruguay’s displeasure, as it meant a certain advantage for Brazil, whose base was in Guadalajara and who had also played all of their matches in the same stadium. Uruguay had to travel from Mexico City to Guadalajara for the semifinal and then back to the capital for the third-place match.
  • Gerd Müller, the “Bomber der Nation,” delighted fans by scoring 10 goals to become the tournament’s top scorer, followed by Jairzinho with 7 goals, scoring in each and every one of the six matches played by the “Seleção.”
  • In the final, in addition to the title, permanent possession of the Jules Rimet Trophy was also at stake, awarded to the national team that won three World Cups.
  • The brothers at this World Cup were the Englishmen Robert and John Charlton, as well as the Czechoslovaks František and Bohumil Veselý.
  • Among the players who were born in a country different from the one they represented at the tournament were, for Israel: Shraga Bar and Zvi Rosen (Germany), David Primo and Rachamim Talbi (Bulgaria), Itzhak Shum and Mordechai Spiegler (Soviet Union), George Borba (Italy), Yeshayahu Schwager (Poland), Yehezkel Chazom (Iraq), and Eli Ben-Rimoz (France), for El Salvador: Gualberto Fernandez(Honduras).

For this World Cup, each team was authorized to replace two players at any moment during the match, naming five substitute players who would sit on the bench. Yellow and red cards were also introduced, establishing that when a player was sent off, he would be automatically suspended for his team’s next match.

The eight teams that had advanced from the group stage entered a single-elimination style tournament, which also featured a third place play-off contested between the two losing semi-finalists. In this knockout stage (including the final), if a match was level at the end of 90 minutes, extra time of two periods (15 minutes each) would be played. In matches prior to the final, if the score was still level after extra time then a coin toss by the referee would determine the winner. If the final was still level after 120 minutes' play then the match would instead be replayed at a later date.

Squads

As with the previous World Cup, each national team had to submit a list of 40 players a month before the registration deadline. From this list, the final 22 players had to be selected by May 23rd. Once registration closed, no changes could be made to the rosters. However, due to injuries to Mexican and Bulgarian players, FIFA authorized roster changes up to 24 hours before the first match, setting a precedent for future World Cups. For this tournament, the only amateur teams were Israel, Morocco, Sweden, Belgium, and those from the socialist bloc: the Soviet Union, Romania, Czechoslovakia, and Bulgaria, although the latter's participation was questionable.
